The keynote of the new departure was struck last month by the unemployed of Norwich in the little placard, written and posted by unknown hands, which so seriously alarmed the local authorities that they swore in 200 special constables. "NOTICE TO ALL CONCERNED: The unemployed do not intend to starve any longer. If employment is not found for them, they will soon make some." Tens of thousands without even the necessaries of life, a few hundreds with wealth to throw away in costly tomfoolery; and the first waiting on the good pleasure of the second for even the right to labor: that is not a thing to be borne in abject patience once it is seen as well as heard. With the heartless insolence of men in whom power and luxury have dried up all human sympathy, the Most Noble follow in the steps of Rehoboam's youthful counselors and warn the administrators of that miserable travesty of social justice and brotherly love, the Poor Law, that they have erred on the side of sentimental leniency. Chastise the crime of poverty not with whips but with scorpions. Restrict out-door relief. Do away with labor yards. Do not meddle with relief works.
