If I were asked to give my opinion, as a geographer, on the pending conflict on the Afghan frontier, I should merely open the volume of Elisée Reclus's Geographie Universelle L'Asie, Russe, and show the pages he has consecrated under this head to the description of the Afghan Turkistan. The greatest excitement has prevailed in Russia for the last few weeks since it became known that representatives of the Zemstvos of thirty-four provinces of the Empire were going to meet at St. Petersburg in order to discuss the necessary reforms in the general political organization of the country. The very fact that such an authorization had been granted was equivalent to an invitation to discuss a scheme of a Constitution; and so it was understood everywhere. That same year I made my start as an investigator of popular life. This work brought me one step nearer to our peasants, making me see them under a new light; later, it also helped me a great deal in Siberia. Every year, in July, on the day of "The Holy Virgin of Kazan," which was the fête of our church, a pretty large fair was held in Nikólskoye. Tradesmen came from all the neighboring towns, and many thousands of peasants flocked from thirty miles round to our village, which for a couple of days had a most animated aspect. A remarkable description of the village fairs of South Russia had been published that year by the Slavophile Aksákoff, and my brother, who was then at the height of his politico-economical enthusiasm, advised me to make a statistical description of our fair, and to determine the returns of goods brought in and sold. It may be remembered that the Russian Prime Minister, M. Stolypin, interviewed last year by Mr. W. T. Stead, and asked about the executions, which were going on then at that time in very great numbers, said that he had no exact figures, but he thought that 15 a month would be a near approach to truth (the Times, August 3, 1908). I contested these figures in the Times of August 14, 1908, and maintained that the number of executions during the first six months of 1908 had been from 4 to 15 every day--there being, however, no executions on Sundays and other holidays--and that it reached the figure of 60 to 90 every month.
