The discussion on May 10th was very well attended. It was opened by Comrade Merlino. Communist Anarchism, he pointed out, is the logical outcome of the tendencies of the thought of our century, especially of the theory of evolution as applied to social development. As illustrations, he alluded to the growth of the new scientific attitude towards crime, and the practical modifications in an Anarchist direction which it is slowly beginning to introduce in the treatment of criminals; also to the growing tendency to criticize and distrust the system of representative government. GERMANY AND AUSTRIA IN 1887. Sentences to penal servitude (Zuchthaus) and imprisonment have been dealt out with a free hand for no other offenses than distribution of prohibited papers, or even electoral manifestos. Workmen's meetings have been abruptly attacked and dispersed often by the police, sometimes even by the military, with the usual results in the form of wholesale arrests and bloodshed. II THE STATE UNDER the influence of socialism, most liberal thought in recent years has been in favor of increasing the power of the State, but more or less hostile to the power of private property. On the other hand, syndicalism has been hostile both to the State and to private property. I believe that syndicalism is more nearly right than socialism in this respect, that both private property and the State, which are the two most powerful institutions of the modern world, have become harmful to life through excess of power, and that both are hastening the loss of vitality from which the civilized world increasingly suffers.
