CHAPTER 4 The Employers Try an Injunction HIRED THUGS APPEARED in front of the strike-bound garment factory buildings as another week began. Ostensibly their job was to protect "non-striking" workers; actually, they were on hand to foment disturbances. Clashes were provoked by these "guards" as they led in people who had never worked in the dress industry before, to replace the striking workers. Girl strikers were arrested and charged with disturbing the peace. Representatives of both sides conferred on Monday with Campbell MacCulloch, executive secretary of the National Recovery Administration's state board. He proposed a three-month compromise plan to end the strike. We could see only danger in that proposal.
