On the 5th of May last the celebration of the centenary of the French Revolution began by the commemoration of the opening of the States-General at Versailles, at the same date, in the memorable year of 1789. And Paris—that city which in January last so clearly manifested its dissatisfaction with Parliamentary rule—heartily joined in the festivities organized to celebrate a day when parliamentary institutions, crossing the Channel, went to take firm root on the Continent. Must we see in the enthusiasm of the Parisians one of those seeming contradictions which are so common in the complicated life of large human agglomerations? PREFACE Clarity of ideas is not characteristic of the average mind. Many people still continue to think and to talk of the Russian Revolution and of the Bolsheviki as if the two were identical. In other words, as if nothing had happened in Russia during the last three years. The great need of the present is to make clear the difference between that grand social event and the ruling, political party --- a difference as fundamental as it has been fatal to the Revolution. In the wake of the abolition of czarist despotism at the time of the 1917 revolution, prospects of new, free relations between peoples hitherto in subjection beneath the violent yoke of the Russian State, appeared on the horizons of the world of Labor. The notion of complete self-determination, up to and including a complete break with the Russian State, thus emerged naturally among these peoples. Groups of every persuasion sprang up among the Ukrainian population by the dozen: each of them had its own outlook and interpreted the idea of self-determination according to its own factional interests. All in all, the toiling masses of the Ukraine did not identify with these groups and did not join them. Over seven years have elapsed since, and the Ukrainian toilers' line on the notion of self-determination has developed and their understanding increased.
