Introduction The perennial problem of how effectively and harmoniously to coordinate the operations of local agricultural units into collectives and the collectives into district, regional and national federations without stifling local initiative and freedom of action at all levels was surmounted by the peasant masses who organized themselves into collectives in accordance with libertarian principles. This chapter documents the two most successful examples: a report by Leval on how the landworkers organized the Peasant Federation of Levant embracing 900 collectives, and excerpts from the resolutions adopted by the founding Congress of the Aragon Federation of Collectives embracing approximately 500 collectives.
