3. THE NEGOTIATION (1) UN Security Council, New York, 2001 What is a fact? This was not a post-modern philosophical debate; it was a negotiation of what was to become international law. But this essential question bedeviled our discussion. We could not agree on the facts. We were meeting day after day, for several hours at a time.
