Dear Steffen, You ask my opinion about the war. I have expressed it on several occasions in France, and the present events, unfortunately, only reinforced it. I consider that the duty of everyone who cherishes the idea of human progress altogether, and especially those that were inscribed by the European proletarians on the banner of the International Workingmen's Association, is to do everything in one's power, according to one's capacities, to crush down the invasion of the Germans into Western Europe. A general laborers' strike is expected in the Varesotto, whither the government have dispatched two companies of soldiers to frighten the peasants into submission. At Bregnano, near Como, the peasants have revolted against the hearth tax (fuocatico) lately increased by the parish authorities: the mayor passed a bad quarter of an hour. The movement has gained the neighboring localities of Lomorro, Belforte, Casa Litta, and others. Here also troops have been hurried to maintain order. But by far the most alarming troubles have broken out at Olgiate in the province of Como, where bands of laborers on strike, 4,000 strong men whose wages were less than 4d. a... The village community consisted then, as it still does, of individual families. But all the families of the same village owned the land in common. They considered it as their common heritage and shared it out among themselves on the basis of the size of each family - their needs and their potential. Hundreds of millions of human beings still live in this way in Eastern Europe, India, Java, etc. It is the same kind of system that has been established in our time by Russian peasants, freely in Siberia, as soon as the State gave them a chance to occupy the vast Siberian territory in their own way. Today the cultivation of the land in a village community is carried out by each individual household independently. Since all the arable land is shared out between the families (and further shared out when necessary) each cultivates its field as best it can.
