The great revolt of the Dock Laborers and other workers of London which for the last two weeks of August and the first two weeks of September absorbed public attention, is one of those incidents in the struggle between the haves and the have-nots which mold thought and influence progress. It originated in the action of a handful of men at the South West India Dock who ceased work on the 13th of August because their very moderate claim for a higher rate of wages and more favorable conditions of working was not granted. In the course of a few days the strike extended to the other docks and then, day after day, the strikers received accessions to their number from the wharf laborers, the lightermen and other kinds of riverside laborers. At the Annual Conference of the Social Democratic Federation last month the secretary reported the formation of over forty branches. There is some solid Socialistic propaganda doing by members of the S. D. F. all over the country. The actions, as well as the opinions, of many of our comrades the Social Democrats are far more revolutionary than their official program. Their street demonstrations are capital. The last in Trafalgar Square, against police tyranny, called together a big crowd, who energetically tore the effigy of policeman Endacott to rags and applauded all denunciations of authority. On my first visit to Spain in September 1936, nothing surprised me so much as the amount of political freedom I found everywhere. True it did not extend to fascists; but outside of these deliberate enemies of the revolution and the emancipation of the workers in Spain, everyone of the anti-fascist front enjoyed political freedom which hardly existed in any of the so called European democracies. The one party that made the utmost use of this was the PSUC, the Stalinist party in revolutionary Spain. Their radio and loudspeakers filled the air. The European popular agitation is just now largely expressing itself in street demonstrations; and public meetings; useful occasions for shaping our needs more definitely.
