In December of 1994, the Zapatista Army of National Liberation (EZLN) revealed the existence of 32 rebel indigenous municipalities, which are known as autonomous municipalities, within the district lines of the official municipalities.
The autonomous municipalities are the organization of the rebel peoples of Chiapas for resistance. The war and the militarization prevent the people, in many cases, from going to the municipal seats in order to resolve their immediate problems; the soldiers at the checkpoints assault and interrogate every person suspected of being a zapatista: that is, all poor campesinos. There have been instances of rape against women at the military checkpoints, and also of kidnapings and attacks.

Chiapas is the poorest state in Mexico, bordering on the Guatemalan border, the area consisting of the Chiapas highlands and the Lacandon jungle has almost no infrastructure or services outside of those to facilitate tourists. Many of the communities here are extremely isolated, indeed it was only in the 1960’s that the ‘Lacandon Indians’ made contact with the outside world. The population of the highlands and jungle are 99% indigenous living in traditional communities with collective land known as eejido.

First and foremost, it must be said that only small elements of the Frente Zapatista are willing to engage in a debate with insignificant elements along an ideological fringe. One would find even fewer warriors within the Ejercito Zapatista who would be willing to engage in intangible rhetorical battles with people whose greatest virtue is spreading their lack of understanding and knowledge around in newspapers and magazines. But the article entitled “The EZLN Is NOT Anarchist” reflected such a colonialist attitude of arrogant ignorance, several of us decided to write a response to you.

The Zapatista rebellion of 1994 has become the 90's equivalent of the Cuban and Nicaraguan revolutions. It has excited the imagination of a layer of active young. The balaclava and pipe toting Marcos is becoming the same sort of visual icon that the bearded and beret wearing Ché was 30 years earlier. And perhaps it is this similarity that has scared the organized anarchist movement into comparative silence on the on-going rebellion in Chiapas?
In Chiapas today we see an on-going Low Intensity War. On one side we have the Mexican state, 60 to 70,000 occupying soldiers and the shadowy presence of US advisers. On the other we have a rebel army calling itself the EZLN and over hundreds of rebel communities.

First there was the waiting. The 1,111 Zapatista delegates to the Founding Congress of the FZLN (The Zapatista National Liberation Front) in Mexico City were supposed to arrive in San Cristobal de las Casas between two and five in the afternoon. A small crowd huddled under a tarp in the pouring rain to meet them in the cathedral square. Gradually the crowd grew. By eight o’clock the Zapatistas still had not arrived, but the rain had cleared and now about 2,000 people waited in the square. Music was playing from the stage; a few hot air balloons with “EZLN” painted on the side were released into the night sky, but still no Zapatistas.

ON THE FIRST day of 1994 a group calling itself the Zapatista National Liberation Army [EZLN] launched an uprising in the Chiapas State of Mexico. They are fighting the dictatorship of Carlos Salinas de Gortari and are calling for “free democratic government”. The first of January was the date upon which the North American Free Trade Agreement was to come into operation and their is a widespread belief among the mainly Indian EZLN that this will only lead to further poverty.

An 11-mile dual carriageway of the A36 trunk road around Salisbury, costing at least £150m to build by private finance, is proposed. This will cut off and wreck the landscape setting of this medieval city, cross three our of five rivers in Britain’s best chalk stream system, carve through chalk hills in cuttings as deep as 60ft and bury one corner of one of the country’s rarest grass meadows. CHILI RECENTLY DOMINATED WORLD HEADLINES through the much publicized rescue of 33 miners entombed in the Atacama desert after the dilapidated, unstable mine they were working in collapsed. When the ‘accident’ took place on 5 August, there seemed little hope of saving their lives.
9 DAYS LATER, on August 14, public prosecutor Ricardo Peña gave the order to set in motion “Operation Salamandra”, in which agents of the BIPE (Investigation Police) the ERTA , the GOPE (Special Forces of the Normal Police), LABOCAR (CSI) and a series of helicopters and police cars were used to carry out 17 spectacular dawn raids in Santiago and Valparaiso.
